India needs social re-engineering, especially among the lower classes and have-nots. There are just way too many people who have nothing to look forward to in life. Any amount of policing and judiciary cannot overcome that.
Just a casual glance on the road is enough to show that there are far too many boys and men with nothing to do. This is a developing and dangerous situation for any country to be in.
Latin America tackled ghetto crime by engaging this class in vocational training. This was done on a war footing and showed favourable results. Question is, are our governments interested at all in tackling crime?
Fear of the law doesn't work in people who have nothing to lose and nothing to look forward to. If you want them to have fear losing something, first you have to make their lives worth living.
