Today another prank was played on Sancoalkars by Department of Environment, #Goa. The Dept sent an official letter (GCZMA/GEN-MISC/17-18/Part-lll/848) to the Panchayat on 22/11/2019 informing them that they would be sending an official from the DSLR ..
to the village for "Local body level meeting for the purpose of explaining the #CRZ Notification 2011 and preparation of #CZMP on 28/11/2017".
Residents and members of the BMC were shocked to find out today that the official deputed for this meeting was only told to clarify doubts about individual properties falling within or outside the CRZ area.
The official was not instructed to explain CRZ Notification 2011 or the CZM process. The official also said that since this is not their area of expertise it is not possible for them to address these points, for which this meeting was actually convened.
With due respect to the DSLR official, this amounts to a complete eyewash of the participatory CZMP drafting process by the Department of Environment, Goa.
This is clearly an attempt to show the courts that they have assisted local level bodies in understanding and drafting #CZMP when there is no such intention at all.
The villagers of #Sancoale under the guidance of the #Biodiversity Management Committee have already studied, draft and submitted their Draft #CZMP to the #GCZMA, with no support whatsoever from any Govt dept.
And even today when we expected we would final get some expert inputs on CRZ Notification 2011 and CZMP planning issues, we were let down in classic style.
We demand that any redraft of Sancoale CZMP must incorporate the suggestions and changes already submitted through the Biodiversity Management Board, Panchayat and residents of the village.
We also demand that issue experts be sent to the village to actually conduct the local body level meeting with the agenda as scheduled for today. In fact, primary data collection should be done by these experts in consultation with the community.
Now that Government of Goa has been given an extension by the #NGT for this purpose specifically, it is the duty of the government to follow through &complete this process with utmost integrity. Failing which, our village &our state stands to lose its very essence. #fottingpon
