The fact is that developing a more sophisticated policy towards Pakistan - countering terrorism, engaging the politicos and both punishing its army for bad behaviour as well as incentivizing it away from an anti-India posture- requires more resources than plain enemity does
Just as moving beyond theatrics in China policy to engaging with its provinces, state-owned and "private" enterprises, Party organs and its neighbours will require more resources - for research, training in Chinese and other E Asian languages, greater military sales and diplomacy
