One of the most high-profile studies to "measure" a negative impact of plastic on marine fish turned out to be fraud. I don't like plastic pollution, but it's REALLY hard to study the impact of plastic on marine animals. https://science.sciencemag.org/content/356/6340/812.1
You not only have to measure things like ingestion rates, but also EGESTION rates (aka the science word for "pooping")....
...You have to determine the impact of plastic in the gut on health, do they eat less, more, what happens? If you want to measure toxins...
You not only have to figure out what toxins are on the plastic, but also you have to demonstrate that they're absorbed by tissue, AND THEN you have to demonstrate that they actually have a toxic effect at realistic concentrations...
...and the toxins in plastics CHANGE over time, as they age, as they're baked by the sun. So moving forward, how do you deal? Well...
I vote for the "Precautionary principle" which means that 1) in cases of uncertainty you act cautiously, and 2) you can't use a lack of evidence as a reason to do nothing. Still...
We must acknowledge that there is still a LOT we don't know. That we have a lot more to learn, and that the whole picture is far from clear.
