Flames should let the NHL handle the Peters' investigation. Let the NHL determine that his actions were "detrimental to the League". Let the NHL force the Flames to cancel Peters contact. So if Peters wants to bring a "claim" its against the NHL & not the Flames.

The NHL Constitution, Article 6.3 , Subsection (j) (2009 version) gives the Commissioner broad power to discipline any person connected with a Club who “has been guilty of conduct (whether during or outside the playing season) detrimental to the League or the game of hockey”....
The discipline can include cancelling any contract the person has with the Member Club. The Commissioner’s decision is final and unreviewable if the conduct involves the “integrity of the game of hockey and public confidence in the League.” ...
Peters will have no chance winning that battle in court if he was canned by the League.
all of this is based on the NHL Constitution in effect in 2009, which was attached to a Bill Daly certification during the Coyotes/Balsillie mess.

Id be very surprised if that language was changed since 2009.
