1. Remove stigma of job centres > introduce skillcentre plus
2. Introduce Skills Savings Accounts to upgrade skills and topped up by employers

1. Address the practical barriers to training in terms of time & costs by improving flexibility
2. Game up outreach activities to show individuals how training is relevant to them

1. We need to be careful with devo of Adult Education Budget to avoid a postcode lottery - who supports those not in combined authorities?
2. Need more flexibility locally
3. Need to look into maintenance grants

1. Better employment system with a right to time off for training
2. Devo of skills system and infrastructure to make training relevant locally
3. But national individual learners accounts to avoid postcode lottery
