If black people don't care about education why have so many laws, going on 400 years now, been passed to ensure we can't access it?

Like if we were as allergic to books as y'all claim, how come white ppl freak out when a black 6 yr old shows up in their kids' kindergarten class?
the very first institutions we built for ourselves in freedom were churches and schools (and our early churches often doubled as schools).
the "poor black ppl dont care about learning" bromide is such a lie when you look at our histories
...it also turns blackness into this weird litmus test where policy makers, white and nonwhite, can assume that REAL black ppl just have a cultural problem and are not maybe reacting to generations of abuse from schools/administrators/educators
like the number of stories ppl have about teachers disrespecting parents, children's bodies, generally doing harm to black families....maybe that's the root of the "cultural" problem...
but no! cant be the hostile, antiblack teachers! its the parents and children that are the problem
