The Steve vs Steve fight scene was pretty cool, but this line felt jarring and today I finally figured out why.
Steve never usually delivers this line when he has the upper hand. It's delivered when he's down and beat but not quite out. When he's bruised and bloodied and past the point when normal people would give up.
Steve "I-don't-like-bullies" Rogers isn't meant to be able to beat people up all day. This line shouldn't be delivered with an arrogant sneer as he gets the better of his opponent.
It's meant to show Steve's resilience, to show how he always gets back up no matter what.
Using it in this context, unprompted and for a gimmicky laugh cheapens the message. It feels grating and out of character.

*This* is when that line should have been used. Broken arm, broken shield, still ready to face an army.
Just more proof that the writers / directors of this movie didn't care about the characters and just wanted quippy lines, throw backs to the old movies, and shock elements 😔😔
