Every solution about how to "fix" the comics distribution problem I've even seen is both short sighted and shows a sever lack of understanding of the market as a whole.
Fun fact, Diamond has a monopoly because no one else is dumb enough to distribute a low volume, low dollar, low margin, high mix product with a shelf life of a week.
Big box stores are trending towards online orders with curbside pickup. Spinner racks would essentially act as end caps, which are a premium in a store. Comics aren't even close to the most profitable product for that placement.
