The new red & orange line vehicles were funded originally under Governor @DevalPatrick. In order to build them in Massachusetts, the #mbta had to forgo federal funding. The state made the funding available at the time under a bond bill. Well before Baker was in office. (2/3)
Nearly 75% of the current in place funding for the capital program is sourced from the federal government. Only 25% is state/MBTA funds. Those funds are through an annual appropriation determined at the federal level. The T has little to no control over it. (3/3)
