Pallister has never been shy about broadcasting his bigotry, but this is some next level boomer nonsense.

He goes on to essentially call the people committing the thefts evil, and not deserving of help.

He says the people committing the thefts "aren't victims" which is a just weird enough reference to the fact that most people committing crimes do so b/c of underlying reasons.
He makes that reference explicit, by saying that he grew up poor too! but "chose" to not commit crimes. So why don't "they"?

In other words, the Premier says that the people committing crimes have chosen to do so, are simply bad people, and shouldn't get our help or sympathy
Given who (in his mind) is committing the thefts (poor people), what he's saying is that all those "root causes" programs are a waste of time and money.

Why bother trying to help people when they're just 'choosing' to commit crimes.

But that's not all. Pallister's screed is a racist dog whistle.

What area of Winnipeg has the lowest average income (aka where do poor people live)? Roughly, the North End.

And what part of the city is home to the highest concentration of BIPOC? You guessed it! The North End.
This is the guy who warned of a coming "race war", who says he knows more about the issues facing indigenous peoples than the actual indigenous person, who whitewashes Manitoba history, etc etc.

Manitobans understand *EXACTLY* what Pallister is saying.
The media has fed this story, and so it falls to @CBCManitoba @WinnipegNews @ctvwinnipeg @winnipegsu
@APTNNews etc etc to hold Pallister accountable for these comments and the policy decisions which are sure to flow from them.
Instead of wall to wall coverage of the vigilante dude tackling a guy at the checkout line, talk to smart folks like @bronwyn_dl and @northendmc about what we can do to (re)build communities and work towards prevention, rather than further militarization and carceral solutions.
