the sm city cebu sidewalk and vend on the opposite sidewalk. this man has also been vending in gaisano colon and fined twice and then in mambaling once. bc of duterteâs orders to clear sidewalks from vendors, many vendors have been displaced from the sidewalks they have been-
vending for several years, but have compromised to move on the opposite sides of the street away from major establishments. the sm city cebu sidewalk vendors (5 of them) have already complained to PROBE that this man wont vend on the other side of the street which also has
decent thoroughfare. as for alternative livelihood, which is the program of cebu city for the vendors affected by duterteâs executive order, this man could not avail of it himself because he is from MANDAUE city. the city has fined this man FOUR TIMES, and this is his fifth.
PROBE enforcement SOP is to separate a vendor from his goods if he repeatedly commits violations the same way you would ask a driver out of his car if an accident happens. this man was asked to sit down, not harmed. after the video, he apologized and was fined AGAIN (bc the city
CANNOT perform penal actions). i just feel like this video is too sensationalized for no good reason. raquel arce, head of PROBE & jonil matugina, head of market operations, have been trying their best to give displaced vendors a better alternative compared to-
the terrible status of displaced metro manila vendors. they are given alternative streets to vend and a vending area planned out so they dont crowd a single street that harms their business.
making a sensation out of this out of context video only makes the lguâs who are forced to follow executive orders look bad when du30âs rash decision to clear out streets with no development plan and social amelioration for affected vendors is the main bullshit move.

right now, 600 sidewalk vendors are displaced in cebu city. if they return to their puesto, the lgu would be violating and exec. order and the mayor would be suspended. rash admin decisions like this is proof that the upper class dont give a shit what happens to these people.
