Tweeting this as a sort of "just in case" because I have now had three uncomfortable incidents involving the same person. I suspect he has mental health issues which is why I've been so ambivalent about reporting it, but my safety is honestly paramount.

The person's name is Rohan Chung, and I met him, officially, ONCE a few (2-4) years ago through my housemate at the time. His hair is long enough to be caught up into a mid-back ponytail at the moment.
We didn't particularly "vibe" or anything, but I was polite for the sake of my housemate.

Meeting him was an uncomfortable incident in itself, but less worrying than the incidents that followed.
The first incident occurred in late 2017/early 2018. He approached my mother (I wasn't present) at OMG Restaurant, in Mandeville, to tell her to keep an eye on my Kingston friends because they're "bad influences" who "force me to do drugs".
My mother does not know this person. He has never formally met my mother. I do not know why he knows who my mother is, or why he felt it appropriate to approach her with these outlandish claims. She told me about it but I couldn't figure out WHO she was referring to at the time.
Seemed fairly harmless at the time, because there's all kinds of weirdos out there but not every one of them is dangerous.
Second incident occurred on October 23, 2018 (I'd been living in Mandeville for over a year at this point):
He showed up at my house.

I didn't even recognize him as a person I've met before because I had literally met him ONCE quite some time beforehand. To this day, it is unclear as to how he got my address. My ex-housemate doesn't even tell people my last name.
I spoke to him, through a locked grill, demanding to know how he knew where I lived & what his business was with me. He said he wanted to collaborate on something. I told him to leave a business card. He said they were in the car. There was no car. He had WALKED to my home.
More important context: even for Mandeville, my house is fairly "out of the way". You're not going to happen upon it by idly walking around. You're just not.
It was an encounter that lasted maybe 10 minutes, 8 of which were me explicitly telling him to leave my property and to never return. I messaged my ex-housemate immediately after. Rohan & my housemate are no longer in contact and haven't been since shortly before this incident.
(It was from this situation that, after comparing notes, my mother and I were able to work out that he was the person who told her about my "Kingston friends" in the previous incident.)
Third incident: he showed up (again, on foot) at my house an hour ago. The purpose of this particular visit was "to borrow the helicopter" that sometimes lands next door, because he wants to run for MP of Central Manchester... and he needed to meet the Prime Minister.
Again, I do NOT KNOW how he knows where I live. He is not my friend. He's not even an acquaintance. He's not even an acquaintance of the friend who introduced us anymore. He is a person I met once, and has decided to suspiciously insert himself into my life at random intervals.
I literally filmed this from behind a curtain.
Three incidents spanning from over a year ago to today (after explicitly telling him to not return to my house or contact me).
Again, I'm uncertain as to the state of his mental health, which is why I was hesitant to report this before but... my safety >>>>>>

Update: after he left my home yesterday, he went next door to my grandparents' house to ask them the same. Apparently he's also been to their house before, a few weeks ago, while tagging along with a water truck delivery.

Fourth incident: my mother just called me crying because Rohan just jumped into her car while she was out on the road and refused to get out until other people came to remove him. 10 minutes ago. This just happened. Y'all are NOT SERIOUS.

On the phone (after 6 transfers) with the Mandeville switchboard operator and she told me that it's not even them I must be calling for this right now.

After answering two other calls while I was STILL on the line, she asked me what it is I think they must do and "if you're being harassed over a year now, why yuh neva file report from den?"
