So acc. to @handelsblatt it seems like @Gazprom's #NordStream2 AG already founded a subsidiary that will manage the final pipeline stretch (12nm) that has to be subject to EU unbundling rules under the revised #GasDirective.

What I understand is that Germany basically regards this tiny 12nm section as completed before the #GasDirective deadline May 23rd 2019 already ->Thus this mini slice is eligible for (temporary) exemption, effectively blocking the whole of #NordStream2.
Furthermore:
- "Mini-NS2" can choose ISO and ITO model and don't have to perform full ownership #unbundling.
- The "temporary" exemption may not exceed 20 years.
- The exemption decision is to be made until 24th of May 2020.
