Questions for @wpgpolice and journalists to ask in stories like this, instead of shrugging it off:
What speed is the road?
How did that get decided?
When was it last rebuilt?
Did any of the many design features known to save lives get included?

How are the witnesses doing?
Are they ok? What kind of support is everyone getting?
What kind of vehicle was it?
What is that vehicle’s track record in the event of a collision?
What regulator decided to allow those vehicles?
What is the regulator doing differently now?

Knowing that there is a clear pattern wherein people of colour, the elderly, young people tend to be struck more often by cars, did that apply here?
If so, how?
A VisionZero approach states that all death/severe injury in traffic is preventable, was THAT applied here?

How was the person struck’s mental and physical health at the time?
Do they have a cognitive, visual, hearing impairment at the time?
Were they a tourist? A visitor?
If any of the above, how are roads near bars / hotels / hospitals typically designed? Was that applied?

We need to ask these hard questions. If we don’t, we’re being complicit in a culture of picking and blaming a victim instead of looking carefully at the pattern. That hurts everyone and we will never make any progress.
