AD14 is the government guidance note which suggests any combustible materials on buildings must be removed or subjected to a large scale test. The problem - IMHO - route from a government approach which hands over responsibility rather than proactively taking the lead, auditing risk and prioritising work.

Oh and also 30 years of deregulation which has left our homes covered in flammable plastic. But at this stage that basically goes without saying.
