I implore you to seek expert PIL advice. You’re setting UK fishing up for failure. When UK brexits the EU & EEA will point out Brexiter claims re control are contrary to PIL. Unless UK agrees mutual access we’ll face years of UNCLOS dispute & hv to keep waters open till sorted.
Meanwhile, every single U.K. fishery consignment to the EU will face greater barriers to trade than any other country in the EU & EEA. Adding £100s and (unless EU officials waive EU reqs for 72 hrs prior notice - UK will have no power here) days per consignment. #gutted
