Most of the text from the resolution is boilerplate language and data from the natural disasters as reasoning for him to introduce this.

Just to rehash the big picture of that event: after 9/11, the entire US airspace was closed down, planes were forced to the ground and the entire nation was put on high alert, with tens of thousands of Americans forced to cancel or change travel plans, many stranded far away...

But at the direction of some unknown Federal agency, the family directly related to the man who is supposed to have perpetrated the attack and is closely linked to the Saudi Royal family, was allowed to travel to 10 US cities, pick up their family members and...
leave the country via private jet.

Here are a few tidbits from the article linked above that are the most puzzling and chilling:
