As this great piece by ex-CIA @raymcgovern spells out, Truman started writing that 9 days after JFK was killed (about a week after patsy Oswald was killed by organized crime Jack Ruby.)

So, who is Mary Pinchot Meyer?
She came from an important Pennsylvania family; her father was a lawyer and figure in the Progressive Party. Her mother a journalist. Her uncle was Governor of PA.
In 1945, she married Cord Meyer...a important figure in @CIA history.

Cord Meyer started working with @CIA in 1949, about a year after it was formed and was asked to join the agency in 1951 by Allen Dulles.
