Here is something seriously strange. The Disclosure of Urgent Concern Form located earlier today at DNI is only two days old according to its pdf properties. https://www.dni.gov/files/ICIG/Documents/Hotline/Urgent%20Concern%20Disclosure%20Form.pdf
this version of the form (datestamp Sep 25, 2019) permits submission of second-hand material, which was not permitted according to document entitled Information About Filing a Disclosure of Urgent Concern posted on Sep 23, 2019 here https://mobile.twitter.com/PedroIsraelOrta/status/1176215076468117504
/ thus far, I haven't been able to confirm the original provenance of the Information About form placed online by @PedroIsraelOrta on Sep 23. It looks real, but needs to be confirmed.
/ regardless, the datestamp properties (Sep 25, 2019) of the Urgent Disclosure Form presently online at DNI need to be explained
https://www.dni.gov/files/ICIG/Documents/Hotline/Urgent%20Concern%20Disclosure%20Form.pdf
/ reader @LT51552424 sharply observed that the Urgent Disclosure Form (with Sep 25, 2019 modification datestamp) contains footer "Rev: August 2019".

So in the midst of this unprecedented CIA leak/"whistleblow", the DNI changes its Urgent Disclosure Form. What was it before?
/ Maguire was named Acting Director on August 8. During this period of DNI turmoil, DNI Disclosure of Urgent Concern form was revised. Was Maguire informed? Who authorized and advanced revision of form? Did CIA Operative WB complete new or old form?
/ I can't locate prior version of Disclosure of Urgent Concern form under this search of http://archive.org
https://web.archive.org/web/*/https://www.dni.gov/files/ICIG//*
/ some interesting progress on forms. As of today, the brand new Disclosure of Urgent Concern Form is linked from highlighted hyperlink on ICIG Hotline webpage https://www.dni.gov/index.php/who-we-are/organizations/icig/icig-hotline
/ this webpage has been saved 9 times by Wayback Machine, most recently on July 2, 2019 - a month before CIA operative "WB" got involved http://web.archive.org/web/*/https://www.dni.gov/index.php/who-we-are/organizations/icig/icig-hotline
/ on July 11, the ICIG hotline page http://web.archive.org/web/20190702235212/https://www.dni.gov/index.php/who-we-are/organizations/icig/icig-hotline did not offer the newly minted Disclosure of Urgent Concern form, but the form ICIGHotline.pdf
/ unfortunately, the hyperlink to ICIGHotline.pdf was not picked up in the July 2 trawl. (July 11 in prior tweet should be July 2).
/ however the ICIGHotline.pdf was picked up in the previous (Apr 16, 2019) trawl: see https://web.archive.org/web/20190416145617/https://www.dni.gov/files/ICIG/documents/ICIGHotlineForm.pdf
/ Here is what prior ICIG whistleblower form looked like. Required reporting of an incident - not a long op ed quoting newspaper articles. No softball question about whether sources primary or secondary.
/ bottom line: it appears almost certain that, subsequent to the CIA operative "WB" complaint, the DNI introduced a brand new Urgent Disclosure Form which offered a previously unavailable alternative to report allegations with no personal knowledge https://www.dni.gov/files/ICIG/Documents/Hotline/Urgent%20Concern%20Disclosure%20Form.pdf
/ it ought to be possible to track the progress of the introduction of this new form @TomFitton
/ Ivan Pentchoukov has uploaded 2018 Form 401 together with email from ICIG enclosing form. This is the form which prohibited 2nd-hand complaining. Very important document. https://twitter.com/IvanPentchoukov/status/1177720140303089665
/ in response to various comments, the chronology of forms can be clarified by distinguishing between the Urgent Concern Form and the Hotline Intake Form, each of which is linked in Sep 27 ICIG webpage.
/ prior to the Sep 27 version of ICIG webpage, the Urgent Concern Form was NOT online. The May 2018 version was placed online by a reporter who did not obtain it from an online source. In earlier version of URGENT CONCERN FORM, second hand NOT permitted.
/ a new version of the Hotline Intake Form online on Sep 27 was similarly created on Sep 25 and uploaded on Sep 26-27. This amended the ICIGHotline.pdf form linked in April 2019 webpage. https://web.archive.org/web/20190416145617/https://www.dni.gov/files/ICIG/documents/ICIGHotlineForm.pdf
/the Hotline Intake Forms require identification of persons who "witnessed the alleged wrongdoing" - as opposed to the "Whistleblower Complaint" which cites anonymous sources and newspapers.
/ Margot Cleveland's article refutes position proposed in Daily Beast and other defenses. She says: if ICIG "altered its procedure to trigger the ICWPA for the president, that is a huge scandal and implicates many besides the so-called whistleblower".

/ CIA Operative "WB" stated that he possessed both first-hand and second-hand information. Important to read statement.
/ Jimmy Dore
/ @seanmdav reports that ICIG withheld Complainant's whistleblower form 401. Time for the Form 401 to be produced.
/ ICIG Statement admits that they realized, to their dismay, that the Whistleblower Complaint, based on second-hand information, did not comply with language in Form 401 directions. So, EXACTLY as I had surmised, they changed the form to conceal this.
