I think ex Prisident Kuffour actually took Dr. Abrefa Busia's model for the governance of Ghana during his administration. Most of the things he did were things Busia was trying to do.

Kofi Abrefa Busia set out on a noble plan to open up the rural areas through the construction of feeder roads. That achievement earned him the accolade "Kofi oyi akwan"

He built secondary schools and clinics across the length and breadth of the country and topped it up with free text books in all the schools in the country, and introduced the "Experimental Schools" on pilot bases, which is now called Junior High School, all within two years.

Kuffour learnt from that model and introduced Capitation Grant, NHIS, Free maternal delivery, PSI, etc.
