I have to say that while trawling through govt procurement records you seem some strange things, but to see a firm get a contract for $10,000 and then have that contract blow out to $236M via three contract variations is extraordinary

I'll do some more research about other contracts the firm has won over the last decade. This particular contract ran for 6 years, across three fed govts. The firm has been very successful in winning contracts under both Labor and LNP.
I'd urge people not to jump to any conclusions as to which flavour of government was in charge at the time....

All contracts started off at $10,000 and all were subject to run for three years but each contract went through three variations and all had their contract term extended to end 30 June 2015.
Nearly all the contract recipients were not-for-profits, the most notable exception being Sarina Russo and her group of companies. The most significant contracr was with the Salvos who ended up with a contract of $539,611,266.53
You'll note that overall $1.4 billion was awarded through the 10 contracts to deliver Harvest Labour Services over a six year period.

Also FYI the Sarina Russo group of companies has since 2006 been awarded $1.1 billion to deliver various employment programs.
