Today in my #CogX19 keynote, I ask the @UKParliament to consider a moratorium on the use of #facialrecognition technology in the United Kingdom until we decide if we want to use it, and if so, with what safeguards (from 1:12:45, panel discussion follows)

"To prevent the worst outcomes, the @aclu offers ideas to govern the use of video analytics in the public + private sectors:"
1: "No government entity should be allowed to deploy video analytics without legislative approval, public notification and a review of a system’s effects on civil rights."
2: "Individuals should know what kind of information is recorded and analyzed, have access to data collected about them, and have a way to challenge or correct inaccuracies, too."
3: "Video analytics should not be used to collect identifiable information en masse or merely for seeking out 'suspicious' behaviour"
4: "Data collected should also be handled with care and systems should make decisions transparently and in ways that don’t carry legal implications for those tracked"
5: "Businesses should be governed by similar guidelines and should be transparent in how they use video analytics"
6: "Regulations governing them should balance constitutional protections, including the rights to privacy and free expression"
“Police forces and private companies are increasingly using automated CCTV cameras to collect people’s facial and biometric data. Unlike covert surveillance, which requires approval from a senior police officer or judge, “overt” spy systems are not covered by such safeguards.”
“It’s clear that these cameras carry serious risks, yet no legislation governs the use of the tech,” David Davis, former minister + civil liberties campaigner. “It operates in a legal void. This is not a decision for a police force to make, it’s a decision for parliament.”
"Speaking before Ifsec, a security conference in London next week, Mr Porter revealed that he had intervened to stop several [UK] police forces from using the technology “disproportionately”."
@surcamcom: over 6 months, 18 million people were exposed to having their digital profile of their face made. "How do you know they are disposing of it? Who is overseeing it? Are you satisfied that the security staff are managing your data [correctly]?”
"Beijing is the world surveillance leader with 470,000 CCTV cameras, followed by London with 420,000, and Washington, D.C. with 30,000....And the surveillance industry is only growing, expected to reach approximately $76 billion in revenue in 2020" https://www.accenture.com/_acnmedia/PDF-94/Accenture-Value-Data-Seeing-What-Matters.pdf
