A #thread on PCTV bill - drafted to ensure H have "nowhere to go & nowhere to live"

The PCTV Bill was based on the presumption that all Hindus are criminals & communal riots are always committed only by them and never by minorities.

Even a complaint made by Bangaladeshi Muslim infiltrator or a jehadi terrorist will be enough to rot a law abiding Hindu in jail.

Post 9/11 many countries around the world introduced stringent laws to tackle terrorism but Congress repealed the existing law in India known as POTA.

For the sake of vote bank politics they weakened security establishments of the nation.

"Congress ka hath terrrorist ke sath"!

In 2005 UPA drafted Communal Violence bill - it did not differentiate b/w majority & minority & considered state govt as the main stakeholder in preventing communal violence.

Muslim, Christian & left groups vehemently opposed it as it did not give them any special provisions.

After UPA2 came to power in 2009, a new NAC (National Advisory Council) was constituted under the chairmanship of Sonia Gandhi.

The newly constituted NAC was asked to come up with a fresh draft which is known as PCTV (Prevention of Communal & Targeted Violence) Bill.

Sonia handpicked bunch of her loyalists to do the job.

The end product PCTV Bill was nothing but a disaster for the nation.

With people like Teesta Setlawad, John Dayal, Harsh Mander & Syed Shahabuddin what else one can expect but a thoroughly communalist and anti-Hindu Bill?

If we look at the history of Communal riots in India - most occurred in places where Muslims were in greater numbers.

The country remains largely peaceful essentially due to the demographic majority of the Hindus only.

The basic premise of PCTV bill -

a) There exist religious & linguistic minority in every state
b) Majority community is always the perpetrator of violence ('rioters') & minority the 'victim'
c) State govt officials are their collaborators
d) Police & army side with rioters

All the mischief is centered round the word "Group" that defines minority.

Bill goes on to add several detrimental clauses subsequently, e.g. hostile environment, victim, etc.

‘Victim’ can only be belonging to a ‘group’ as defined under this Act.

It means this act will consider only the Minority as the victims.

And he or she will become a ‘victim’ if he or she ‘has suffered physical, mental, psychological or monetary harm…’

Q: Why SC & SC were included in PCTV Bill when we already have SC & ST Atrocities (Prevention) Act 1989?

A: To wean away these sections from the rest of the Hindu society. Project them as victims of Upper Caste Hindu oppression & to co-opt them into the league of the minorities.

Art 7 of the draft bill defines ‘sexual assault’ to protect women from becoming targets of sexual violence as part of communal violence.

But it applies to the women belonging to Minority group and women of the Majority community can’t benefit from it.

If a minority woman complains of rape against a Hindu, he shall be arrested & have to prove his innocence. He will not know which woman has made complaint.

If a Hindu woman is raped by a minority male then she has to prove charge and her identity shall be told to her rapist.

Art 13 defines ‘dereliction of duty’ by public servants.

Art 14 wants to punish the officers of the security agencies including the personnel of the Army in case of their failure to quell violence or prevent it

The basic assumption is they tend to behave in a biased manner.

Art 15 holds higher ups in the hierarchy of the org responsible vicariously (indirectly) for the acts of individual members, even if they are not directly involved.

Art 16 renders orders of superiors as no defense for an alleged offence committed by his subordinate.

Art 20 states that the Central govt shall constitute a National Authority for Communal Harmony, Justice and Reparations. This will be a 7-member body out of which 4 members should be from the ‘group’ meaning the Minority.

These people will then decide fate of 100crore Hindus...

Once elected these 7 members will be invested with all the powers for effective implementation of this Act – will have its jurisdiction over the state govt machinery and law & order.

Powers to investigate, summon, interrogate, raid, seize and recommend punitive action.

Under this bill dictum of natural justice that one is "innocent until proved guilty" has been turned upside down as every accused is deemed to be guilty "until proved otherwise".

There is no need for any evidence to be produced by the complainant.

Judges will have power to confiscate property of the accused or the offices of the org & even Mutts & Ashrams.

Upon conviction the property of the accused will be sold and the proceeds will be used in running relief camps or providing succor to the victims of the Minority group.

Person charged with spreading communal hate won’t even know which lunatic has made the complaint against him.

Role of a governor will become secondary when center would like to dismiss state government invoking Art 355 & 356.

Give rise to a new business model ‘riot organizer’.

Under this law Hindus can be charged even for -
- refusing to give house on rent to M (public humiliation)
- condemning 9/11 like incidents (causing psychological harm)
- swami preaching for uniform civil court (creating hostile environment)
- preaching nationalism

Hindus will have no option to raise voice against -
1. Conversion mafia
2. Legitimate criticism of issues like 3T or Nikah Halala
3. Extremism

Give big boost to terrorist orgs & breaking India forces as they no longer need to engage with security forces to run their propaganda.

This bill can be used against Hindus such that they will be left with only 3 choices –
1. Die
2. Suffer
3. Convert

Has anyone done bigger fraud with Hindus then Sonia led Congress?
