NHPC promised in its agreement with the state that 50% of all catergories of staff on it's projects in Kashmir will be people of the state but this promise has never been met. NHPC earns around 50% of its profits from Kashmir alone but employs only a few in its executive class.

In Kashmir, even protests for water and electricity are seen as protests against the Indian state and dealt with an Iron first. NHPC is an offshoot of India so resisting NHPC is seen as resisting India.

During winters, when the demand for electricity increases, J&K state government buys its own electricity from the NHPC at three times more cost than what NHPC sells to the outside states.
