The @GOP and @TheDemocrats pour hundreds of billions of dollars into the @DeptofDefense every year so they can pursue the latest fighter jet, destroyer, spacecraft, or what have you, on the basis that wars are won by, in addition to the best soldiers, superior weaponry.
Incorrect. Wars involve, and are won through, the application of *all* elements of national power. Sometimes that means weapons. Right now, it mostly doesn't.
