Others who have allegedly committed war crimes. Many other personnel have been given Potentially Affected Persons (PAP) notices, which suggest wrongdoing of some sort that does not reach the bar for referral to the AFP. It is likely other SOTG personnel were involved incidents

That have not come to light yet. The CDF has acknowledged this. Finally, people were aware of the alleged crimes that took place but did not report them. Some of these categories will undoubtedly overlap. But the percentage is not so small now.
