Sometimes it seems like people subconsciously WANT a second lockdown to give away responsibility and difficult decisions and they‘re willing to risk people‘s lives in order to get there.

But those decisions require actively thinking about what is safe enough, which things are necessary or worth a certain risk, etc, and it isn‘t easy

                        An authority imposing strict rules removes a lot of that mental load even though the rules themselves are unpleasant.
We do this all the time btw in complex societies. The world is too complex to decide everything ourselves, so we defer to an authority, often a government.
