Saw interesting comments about GW38s & decided to look at the numbers from the previous 3 seasons.
Results are not that surprising but I hope it'll at least save you the research time if you've also been curious.

2016-17★ Motivation:
MCI: 3rd place (avoiding UCL qualifier rounds)
LIV & ARS: UCL
2017-18★ Motivation:
MCI: 100pts
LIV & CHE: UCL
(All top 4 qualify for UCL group stages)
2018-19★ Motivation:
MCI & LIV: Winning the league
TOT & ARS: UCL
MUN: 5th place (avoid UEL qulaifier rounds)
LIV & MCI conceded 0 & 1 goals respectively over 3 years.TOT(14), MCI(10), WHU(9), LIV(9) were the top GW38 scoring teams8 wins, 2 losses & 1 draws from a combined 11 teams that had more to play for.6 of those 8 won by scoring 3 or more goals.
More goals than the average in GW38
4 or more goals were scored in 14/30 matchesThe average number of goals per GW since the restart this season is 26.75.
2016-17 GW38: 37 goals2017-18 GW38: 31 goals2018-19 GW38: 36 goals
The top teams ran riot and the bottom teams struggled (nothing special)
9/15 of the top 5 teams scored at least 3 goals.Only 1/15 of the bottom 5 teams kept a clean sheet.
Small sample size to make any conclusions. I'll leave it to you to decide what you make of it or find more patterns.
